Child and Youth Mental Health Primary Care Services: headspace Centre Manjimup
Background:
This request for tender (RFT) has been created by the WA Primary Health Alliance (WAPHA) in partnership with the headspace National Youth Mental Health Foundation. The RFT is part of the process to commission and appoint a Lead Agency to establish and manage a headspace centre in Manjimup and surrounding areas.
headspace centres serve as comprehensive hubs for young people with mental health and wellbeing concerns. They provide access to youth-friendly health professionals in a safe, confidential, and youth-oriented environment. These professionals typically include streams of Mental Health, Alcohol and Other Drugs, Work and Study and Physical and Sexual Health – these core streams form part of the Trade Mark Licence Deed (TMLD). Centres also play an active role in raising awareness and understanding of youth mental health issues in their communities through their community awareness programs.
The commissioning model for headspace centres is unique, involving a collaborative sharing of expertise, roles, and functions between Primary Health Networks (PHNs) — in this case, WAPHA — and the headspace National (hN). This collaboration fosters a distinctive relationship with the organisation chosen as the Lead Agency. While WAPHA provides the funding, the Lead Agency must enter into a licensing agreement (TMLD) with the headspace National Youth Mental Health Foundation to operate the local headspace service.
WA Primary Health Alliance (WAPHA) invites proposals from suitably qualified and experienced organisations to deliver the headspace Manjimup.
Proposals will be welcomed from all organisations that have the capacity and capability to deliver the services whether private not-for-profit, private for profit or public. Independent or joint (partnership or joint venture) proposals from any such organisations are welcomed. Organisations without an established local footprint will be required to demonstrate their capability to develop and sustain a collaborative community service. This includes presenting a comprehensive plan for engaging and integrating with the local community, establishing partnerships with existing service providers, and ensuring the effective delivery of services that meet the needs of the local population.

Both the Primary Health Network (PHN) and headspace National provide advice to DoHAC on potential new headspace services/locations using needs assessments and regional data. The location of new services is decided by Government.
The arrangements around consortia are part of the headspace model and will be discussed during the negotiation and establishment of the service. The contributions of consortium members will depend on their participation and alignment with the headspace model.
At this time, we are not releasing any further details on the requirements of a lead agency for a headspace. These will be contained within the Tender documents that will become available when the Tender opens on Monday, 3 March.
