Supporting Recovery Pilot: FDSV – Local Care Team

Background:

Under the National Plan to End Violence Against Women and Children 2022-32 (The National Plan to End Violence against Women and Children 2022-2032 | Department of Social Services, Australian Government (dss.gov.au), six Primary Health Networks (PHNs) have been funded to pilot a new model of trauma-informed mental health support for people recovering from family, domestic or sexual violence (FDSV), including child sexual abuse. This pilot addresses the “Recovery” domain of the National Plan.  The pilot is referred to as the Supporting Recovery Pilot – Trauma-informed recovery care for victim-survivors of family, domestic and sexual violence program (Supporting Recovery Pilot).

The core components of the Supporting Recovery Pilot are:

  • Local Care Teams – embedded into existing service locations, who undertake intake and referral, care coordination and case management.
  • Trauma-informed mental health services to support mental health recovery for victim-survivors of FDSV.
  • Independent evaluation.

A Model of Care has been developed by a national Expert Reference Group (ERG) led by Dr Ruth Vine, Deputy Chief Medical Officer for Mental Health for the Australian Government.  The ERG consists of people with lived experience of family violence, sexual violence and child sexual abuse, sector representatives, peak bodies and subject matter experts.

To implement the Supporting Recovery Pilot in Western Australia, two services are being commissioned in the location of the City of Greater Geraldton:

  • FDSV – Local Care Team:
    For female victim-survivors aged 16 and over.
  • FDSV – Mental Health Therapies
    For female victim-survivors engaged with the FDSV – Local Care Team, and children or adolescents in their care.

The two services will operate independently but work closely together to support female victim-survivors, and children or adolescents in their care, in the recovery phase of their journey. The services are not crisis services.

This Request is for the FDSV – Local Care Team.

FDSV – Local Care Team

The FDSV – Local Care Team will be embedded in a suitable existing and easily accessible local service in the City of Greater Geraldton, Western Australia.

The primary function of the FDSV – Local Care Team is to facilitate access for eligible victim-survivors, and children or adolescents in their care, to FDSV-specific trauma-informed mental health therapies, through the provision of warm referrals to the FDSV – Mental Health Therapies service.

The service will also link eligible victim-survivors to community social supports and provide practical supports to address barriers to engagement, as required.

The service will consist of a minimum of two FTE professionals appropriately trained in FDSV-specific trauma informed care, providing intake, assessment, care coordination and case management support.

The FDSV – Local Care Team will be person-centred, and support integrated and wrap-around care. It is designed to reduce the referral burden for victim-survivors in needing to tell their story more than once.

The primary referral pathway for the service will be via the Head to Health Assessment and Referral Phone Service. However, the service will operate a “no wrong door” approach whereby all referrals, including self-referrals, will be accepted.

Victim-survivors are eligible for services for up to two years.
